Radio not playing loud

Working on a Monitor RA50 radio phono. Radio plays but not loud enough. Tried changing tubes no luck elect caps not replaced new but they were ok in another playing radio. Tried tweeking i f cans , not help, all paper caps rereplaced, need ideas

:Does the phono play loud enough? This will help our answers. Sorry forgot that, no on phono has bad 78 rpm cartridge, not interested in getting phonograph to play, who has good 78 records anyway?

My point on the phono was to determine if just the audio section is possibly faulty. Since the cartridge is bad, put the unit in phono mode, try touching the hot lead on the cartridge with your finger/screwdriver and try to generate some hum. If it (hum) sounds like a decent volume, then your problem is in the radio section. If it is weak as the radio volume, the audio section needs help.
