Your set uses the following tubes: ECC85, ECH81, EBF89, Qty. 2 ECC83, EM34, ECC83, and Qty. 2 EL84
The EM34 is a "no brainer" since it is the eye tube and the only tube in the set with an octal base.
The ECC85 is the FM tuner amp. Locate the FM tuner subassembly- the ECC85 will plug into it.
Next, find the first IF transformer. The ECH81 is the mixer/oscillator tube and it is located between the FM tuner and the first IF transformer can.
The EBF89 is the IF/detector tube and installs between the first and second IF transformer cans.
That just leaves the two ECC83 (dual audio triodes) and the two EL84 audio output triodes. It won't damage anything to try different combinations of the two remaining tube types in the four sockets (there are only six possible combinations), but to save time you may want to remove the chassis and see to which sockets the audio output transformers hook up. This is a single-ended stereo amp, so there will be one transformer per EL84 tube. Install the EL84 tubes in these identified sockets and install the remaining two EL83 tubes in the only two remaining empty sockets.
Generally Grundig "signal flow" is from left to right when viewing the chassis from the rear, meaning that the ECC85 tube will be on the extreme left, and the EL84 audio output tubes are on the extreme right. This is a generalization only- your set may be an oddball.
There are eight tubes total.
Hey, Richard, how's this project going?
