Voltage regulator tube

Bremer-tully Rider 3-3, schematic shows voltage regulator tube, is this a ballast tube??

It's shown as a line ballast in Rider with number D126. It's in series with AC line and drops 30 volts at 1.26 amps. Same ballast was used in Brunswick S14, Rider 1-32. I didn't look up that circuit but more info may be there?

:I would be inclined to say it is a device to limit inrush current when the filaments are cold.
