Think that I would mask off the rings using low-bleed plastic model kit masking tape such as that made by Tamiya, cover the rest of the set, then shoot it with a gold enamel spray paint. Touchup should be minimal with this approach, but due to the number of rings the prep time will be lengthy. The "miracle wand" lettering just can be sprayed with the same gold enamel, with the overspray carefully wiped off using a rag dampened in mineral spirits. Probably best to do the lettering before you tackle the rings.
Before you paint anything, it is critical to clean the handle throughly of all of the grime that has built up in the past 50+ years in the handle grooves. If you skip this step, the paint will not adhere properly.
