Hi I just recapped everything in unit I fired up I hear slight buzz and no green eye is it maybe a ground problem

Hi

The green eye requires pin #4 of a 6E5 or6U5 to have around 250 volts. Pin #5 should be near ground. Green in these tubes gets dim over time. If won't have an effect on reception.

Measure plate and screen voltages on tubes. These tube elements should be positive.

It sounds like you will need to take voltage measurements and see if you can localize the problem to a particular circuit and search for the problem. At least with a problem that is constant (not intermittent), you will know when you find the bad part (or parts). Do you have the schematic for your radio? Should have all the voltages, resistor values, etc.
