I got silvertone 4569 c 12 cap leaked out so I replaced with small cap does this need to be grounded right to main radio frame or not old cap had paper ring washers on top and bottom

Wire it like the schematic shows: + side of cap to cathode of rectifier (6X5); - side of cap to center tap of HV winding on power transformer. Do not connect the - side of this cap to chassis or you will have hum.

Also, completely disconnect the old cap from the circuit. Don't bridge the new cap across the old one.
