I have a 4569 silvertone I looked at bottom and there is a white blob of something on bottom of one of big battery type cylinders next to tube what is this cylinder do I replace

This cylinder is a wet electroytic capacitor and the white material under it is electrolyte solution that has leaked out of the cap and evaporated, leaving a white crystalline deposit. This stuff is mildly toxic, so avoid contact with it.

Generally this is a sign that the capacitor is failing, but not necessarily.

Ron: Is that white blob like crystals? The electrolytic capacitor is leaking and should be replaced. You can leave the original can attached on top and put a new cap underneath so that it retains it's original appearance. Mark from Kalamazoo
