How can you determine if an oscillator is working without the benefit of a scope?

Listen for it on another radio. If the IF is 455 KHz, tune the radio to 500 KHz and listen around 955 on a known good radio. If the radios are close to one another, you should pick up a squeal on a station around 950 KHz.

That's a good way. Another way is measuring grid #1 voltage on the oscillator tube. It will be several volts negative.

When the oscillator operates there is a signal on the grid. The tube will clamp this voltage from going positive so a meter reads it as negative.
