warren i am back again.the outside ring you are talking about is that the ring that screws on bottom of the can to hold it to chassiis .does that ring not hit the chassis .when screwed on.

The filter capacitor can has an insulated wafer mount. The screws or rivets that hold the can to the chassis are also insulated from B-. There may be other connections to this insulated B- connection. Don't be confused as to chassis ground and the real negative point.
