Start with replacing the electrolytic filter caps.
If the set doesn't operate after that, you will need to check the tubes either by having them tested or by substitution. With fresh filter caps and tested tubes, if the set still doesn't play it will be a matter of stage-by-stage troubleshooting. However, you probably have an 80% likelihood of getting the set working with just the two items that I mentioned.

Somewhere early on, if you cannot get stations, do the "second radio local oscillator check". Take a radio, preferably a hand held transistor type, and tune it to a blank space at the high end of the dial. Hold it fairly close to the RCA. As you tune the RCA around on the low end of the dial, you should pick up a carrier wave about 455kHz. above the reading on the RCA dial. This is a quick and easy check of the local oscillator, without which, the radio will get nothing, period.
