Safety caps

Reworking a philco 144 and was wondering if the safety caps should go in the bakelite block in place of the two 0.015ufs? Or are they added seperately outside the block? This is the block where the ac power cord connects. Thanks for any advice.

They should be used to replace the two .015 MFD caps.
