I have a sweet S-38B that is really sensitive on all bands until I try to hear anything above 20 Mhz on the high band,...I have an RCA signal generator that I have tee'd into my digital freq meter, so I am certain
that my alignments are correct. Is there any activity
above 20 Mhz that I should be hearing? This would be
AM only. No BFO,

Your 12SA7 oscillator may not be operating on the highest band. A weak 12SA7 or improper voltage will stop it operating first on the highest frequencies.
There isn't much above 20 mhz but you should at least hear background noise if your S-38B is operating properly.
