:I have successfully used a water based Elmers glue that drys flexible/shiny, but is washable and for fabrics, so waterproof. Found in craft shops, water it down a little, and brush on with a fine bristled brush. Old cones are very brittle so use a soft brush. You can also join rips/tears undiluted, and after that paint it on like so.
