Hi, the 6v6 was gassy and probably was the entire problem. The picture is near perfect with the new tube. The only problem is that the sound is distorting the audio. It is not vibrations.
the only thing that I can think of is the limiter (in the audio section) tube a 6sh7, tests low (57/100). could this cause the distortion?
Any help would be appreciated.

:Replace the risistors and the 6V6 vertical output tube. The tube may test good, but if it was arcing it's bad. May have been your fuse problem all along.
